General overview of the post: 

This is a voluntary position for a three year renewable term as trustee of a charitable trust which provides accommodation, care and support for homeless men in Jersey. The trustee will also act as director of the company wholly owned by the trust, namely Sanctuary Trust Limited (the “Company”). The Trust and Company are regulated by the Jersey Care Commission (“JCC”) and the Jersey Charity Commission (the “Charity Commission”).  

The time commitment will be in the region of quarterly board meetings, one strategic away day per year and such other ad hoc board meetings as may be required from time to time. In addition, the trustee will be expected to be a member of the Remuneration and Wellbeing Committee (R&WBC), spend time interacting with employees and residents as required and there may be a requirement for particular advice and input from the trustee in the area of their expertise and experience.  

Main responsibilities: 

As the HR Trustee, you will provide strategic guidance on all aspects of human resources within the charity. You will support the Board and management in building a strong, diverse, and well-supported team, ensuring that the charity’s people management practices comply with legal requirements and align with the charity’s mission, values, and objectives. Your expertise will help to develop a positive workplace culture, enabling staff and volunteers to perform at their best. 

Specifically 

  • Develop and guide the implementation of the charity’s HR strategy, ensuring alignment with the charity’s overall mission and goals. 
  • Advise the R&WBC and Board on long-term fair, inclusive, workforce planning, recruitment, and retention strategies. 
  • To ensure that the organisation acts in accordance with employment law and exercises a duty of care to its employees.  
  • Ensure our internal HR internal process and procedures are efficient and effective. 
  • To facilitate regular feedback mechanisms to gauge resident and employee satisfaction. 

Other Trustee Responsibilities: 

Strategic 

  • To ensure that the organisation pursues its stated charitable objects as defined in the Trust instrument and Articles of Association of the Company (the “Articles”), by establishing a clear vision, set of values and strategy, and ensuring that there is a common understanding of these by fellow trustees, residents, employees, donors and associated personnel (the “Stakeholders”).  
  • To ensure that the views of the Stakeholders are regularly sought and considered.  
  • To ensure there is regular review of the external environment for changes that might affect the organisation (political, regulatory, financial, demographic, alliances).  
  • To ensure that the organisation defines its goals and evaluates performance against agreed targets. 

Risk Management  

  • To ensure that the major risks to the organisation are regularly identified and reviewed and that systems are in place to mitigate or minimise these risks.  
  • To give serious consideration to procuring external professional advice on any matter that presents a material risk to the charity that is beyond the established risk management process, or where the trustees could be perceived to be in breach of their duties. 

Governance 

  • To ensure that the organisation has a governance structure that is appropriate to a charity of its size/complexity, stage of development, and its charitable objects, and reflects the diversity of the Stakeholders.  
  • To ensure that the organisation complies with the Articles, Charity Law, Company Law, Regulation of Care (Jersey) Law, and any other relevant legislation or regulations.  
  • To uphold the good name and values of the charity.  
  • To ensure the effective and efficient administration of the organisation, including having appropriate policies and procedures in place.  
  • To ensure that the board regularly reviews the governance structure and its own performance against an agreed programme.  
  • To ensure that the board regularly reviews its own training needs and creates an expectation of continuous professional development throughout the organisation.  

Financial  

  • To ensure that operational plans and budgets support the vision and strategy and to ensure that the organisation applies its resources exclusively in pursuance of its charitable objects. 
  • To ensure the financial stability of the organisation and to maximise opportunities and personal contacts for the purpose of fundraising for the charity.  
  • To protect and manage the property of the charity and ensure the proper investment of its funds.  

Personal Specification  

The post holder will  

  • have held a senior position as a HR specialist for a minimum of 5 years with recruitment and human resources expertise, including employment legislation. 
  • be a confident communicator, both verbal and written  
  • be well organised and able to work to deadlines 
  • show good, independent judgement 
  • desirably have an understanding of the role of the social care sector and its operations
